Community Safety Day Thank You:
On behalf of the Protection Division I want to thank the many people
throughout the park that participated in the biannual Community Safety Day.
Our mountain communities are very interdependent and rely on a host of
public service entities from local, state, nonprofit, and federal partners
to meet our needs. Twenty-one stations were supported by ten agencies
including; PHI Air Medical, Mariposa County Sheriff’s Department,
California Highway Patrol, Sonora Police Department, Tenet Health
Care-Yosemite Medical Clinic, Friends of YOSAR, Yosemite National Park,
Delaware North Park Services at Yosemite, Mariposa County Health, and
Mariposa Safe Families. Yosemite National Park participants included
Traffic Management, Wildlife/Resources Management, Wilderness, the Safety
Office, Structural Fire, Mounted Horse Patrol, Bicycle Patrol, YOSAR, the
Telecommunications Shop, and the Public Information Office. Park
partnerships are vital to our success and a special thanks to the Lions

Please remember that a "Property Turn-in Sheet" (this is an updated
"Request for Survey" form) must be completed for every item turned in. If
you need a copy of this form, or have other questions regarding property
disposition, please call Don Ramsey @ 379-1024. If you have property you
are no longer using and do not need, we highly recommend that you turn it
in to the Property Office. Experience has shown that "stashed" property is
frequently forgotten and hard to find during inventory. Also, the park pays
an annual IT assessment for every computer and laptop; don't waste money by
keeping computer equipment you are not using. TURN IT IN!
Property management is once again accepting excess government property.
Property will be accepted by appointment only with Don Ramsey (379-1024)
Monday through Thursday. Between the hours of 08:00 a.m. and 3:00 p.m.
Hazardous material will not be accepted.
Property must be clean.
Property with an acquisition cost of less than $300.00 that is scrap (has
no value) will not be accepted. It should be recycled properly.
Informal property with an acquisition cost of greater than $300.00 must be
turned in.
All formal property must be turned in.
Formal property may not be cannibalized prior to turn in.

Victim of Half Dome Fatality Identified
At about 3:40 p.m. on Saturday, June 13, 2009, Yosemite Emergency
Communications Center received 911 calls regarding an individual who had
fallen from the cables on Half Dome. Manoj Kumar, a 40 year old male from
San Ramon, California, had gone to the top of Half Dome and was descending.
Day time weather conditions mirrored those of the last several weeks with
clouds developing midday with afternoon showers.
At the time of the 911 calls individuals on the summit reported being
caught in a hail storm and unable to descend. The park helicopter
transported two Park Rangers to the scene of the fatality. Upon arrival
Park Rangers accessed the victim and determined he was deceased from severe
system trauma.
An additional team of five Park Rangers were flown to Half Dome to begin
the controlled evacuation of 41 visitors from the summit and cables. Many
of the individuals had been unable to descend due to the incident, as well
as exposure to the cold and wet elements which they had experienced for
nearly two hours. The evacuation was completed by 8:15 Saturday evening;
however, it was nearly 1:45 this morning before all visitors had returned
to the trailhead.
There is an ongoing investigation which is focusing on the actions of the
individual that led to the slip and fall, any contributing factors, as well

Hiker Fatality on Half Dome in Yosemite National Park
At approximately 3:40 p.m. this afternoon, Yosemite National Park’s
Emergency Communication Center received a 911 phone call reporting a fall
of a hiker on Half Dome. National Park Rangers arrived on scene via the
park helicopter soon thereafter. A male park visitor was found dead and
about 30 hikers were still on the cables.
Weather in the park is cold and cloudy with hail reported on Half Dome.
This makes for treacherous conditions and the granite is very slippery.
Yosemite National Park Rangers are currently assisting hikers off of the
cables and down to Yosemite Valley. This weather pattern has been in place
for approximately one month in the park and these conditions lead to a
similar search and rescue operation in the park last week.
The last hiker who died on Half Dome was Hirofumi Nohara, who slipped to
his death on the cables on June 16, 2007.
Two other Half Dome fatalities involved women who were hiking on Half Dome
when the cables were down. These were Jennifer Bettles, who died on April
21, 2007 and Emily Sandal, who died on November 8, 2006.
The cause of the fatality is under investigation and Yosemite National Park
Rangers are currently focusing their efforts on brining the remaining

YOSEMITE NATIONAL PARK
Surprise Tour Bus Inspection Concludes With More Violations
The previously reported surprise two-day commercial bus inspection in the
park concluded last Thursday. The operation, conducted by park staff in
conjunction with the Federal Motor Carrier Safety Administration and the
California Highway Patrol, uncovered numerous violations. A total of 55
buses were inspected. On Wednesday, officers and rangers inspected 24 buses
and cited 15 for unsafe operation. Another 31 buses were inspected on
Thursday, with 14 cited for violations. Of the 55 buses, five were taken
out of service for problems with emergency windows, a non-functioning
lever, logbooks that had not been kept, a non-functional tire, and
non-operational emergency exits. These five were from Coach America,
Franciscan Lines, Incredible Adventures, Meow Group and Bangee Fleet. Only
the buses and drivers were taken out of service – not the companies.

called Ask for it: How Women Can Use the Power of Negotiation to Get What
They Really Want. You are welcome to attend whether you have read the book
or not. The authors have done extensive research on women and negotiation
and one of their main conclusions is that "men initiate negotiations to
advance their own interests about four times as frequently as women do."
The book first gives us tools to recognize more opportunities for
negotiation, and encourages us to see that "you can ask for more things
than you think." The book then describes tools to ask for what we
want--whether it is a raise, a training, a challenging new assignment, a

Crane Flat Water Line Replacement Phase 2 - Starting on Monday, June 8 and
continuing through Wednesday, June 17 a crew will be surveying along Tioga
Road from the Crane Flat gas station to the water tank, approximately ½

Glacier Point Road Rehabilitation
Construction on the Glacier Point Road Rehabilitation project began this
week with minimal delays. However, over the next few weeks the delays will
increase up to 30 minutes as multiple crews begin drainage repairs. Every
effort will be made to schedule the released traffic on the hour and 1/2
hour interval. The project includes repairing the existing drainage's and
repaving 5.5 miles of the Glacier Point Road between Chinquapin

Sewer line inspection and cleaning in your District - Beginning Wed 5/13/09
the NPS through a contract with Facility Engineering Associates (FEA) will
be performing data base/inventory collection, sewerline inspection and
cleaning in Wawona, Hodgdon Meadows, White Wolf and Tuolumne. This work is
in response to new EPA regulations nationwide that require documented
Operation and Maintenance Plans for Wastewater Collection Systems and will
occur throughout the summer. This contract is being managed from the WASO

Yosemite National Park Announces the availability of the Yosemite Institute
Environmental Education Campus Draft Environmental Impact Statement (DEIS)
for Public Review
The Yosemite Institute (YI), a National Park Service (NPS) non-profit park
partner, has provided environmental education programs in Yosemite since
1971 at its Crane Flat campus. Most of the campus structures and utilities
are over 60 years old, energy inefficient, and difficult to retrofit to
achieve modern standards for health, safety, and accessibility. The campus
can accommodate only a fraction of the students in the program; the
remainder must be based elsewhere in the park, in commercial lodging. To
address these issues, YI and the NPS are considering options to provide
better facilities by redeveloping the existing campus, or constructing a
new campus at Henness Ridge, and restoring Crane Flat to natural
conditions.
The Draft Environmental Impact Statement presents the environmental
analysis of three alternatives the agency is considering, for public
review, according to the National Environmental Policy Act (NEPA, 1969, as
amended): Alternative 1—No-Action; Alternative 2—redevelop Crane Flat
campus; and Alternative 3—construct a new campus at Henness Ridge, and
restore Crane Flat. Potential impacts to park resources are presented and
analyzed under each alternative. Public comments are welcomed and will be
considered in preparation of a Final EIS, anticipated for this fall.
The public comment period for the YI Environmental Education Campus DEIS is
open now through July 15, 2009. The plan is available on the park's website
at http://www.nps.gov/yose/parkmgmt/eecampus.htm Public meetings will be
held on May 28, 2009 at the Mariposa County Government Chambers from 4-7pm,
and at Fort Mason, Golden Gate NRA on June 17, 2009 from 4-8 pm. Public
Open Houses will be held at the Yosemite Valley Visitor Center Auditorium,
with drop-in site visits, on May 27 and June 24, 2009, from 1-4 p.m. (call
209/379-1365 for more details). Additional copies of the plan will be
available, and park staff will be on hand to discuss the plan and answer
questions.
Written scoping comments should be postmarked no later than July 15, 2009.
Comments may be submitted at public meetings, by mail, fax, e-mail, and via

The time has come for another year's cycle of The Yosemite Fund's grant
proposal process!
The park benefits enormously from this partnership; in fact, The Yosemite
Fund has donated over $40 million to Yosemite since 1988. This process is
the mechanism by which Yosemite National Park requests funding from The
Yosemite Fund and its donors to further the park's mission and accomplish
important work for which other funding sources may not be available. The
grants for approved proposals from this process will go into effect in
January 2010.
Anyone affiliated with Yosemite, including non-NPS employees such as a
concessioner, can submit a proposal, although it must be submitted through
a Division Chief. The first deadline is several weeks away to allow for
collaboration in developing proposals. Notifying and working with the
appropriate division chief well in advance of the deadline is strongly
encouraged.
Four files are necessary to guide you in this process. The first is a
timeline and explanation of the steps from here.
The next is a copy of The Fund's "Guidelines for Project Selection." These
newly revised guidelines and policies have two purposes: to assist park
employees in preparing Fund project proposals, and to assist The Fund's
Project Review Committee in assessing those proposals for recommendation to
the Board of Trustees for funding. Please utilize these guidelines when
writing your proposals as it will certainly make them stronger.
The last two files are the proposal and budget forms, which need to be
fully completed for each proposal. The forms are very similar to last
year. Please remember if you are submitting a multi-year proposal the
budget form must have a completed tab for each year. Please utilize the
"sum" function built into the spreadsheets to tabulate totals rather than
adding the numbers yourself and typing the total in. To check a box on the
Word form, right-click the box, select Properties, and select "checked."
If graphics or maps are available, it is recommended you include them with
the proposal - such visuals are helpful to the Project Review Committee in
evaluating the proposals. Lastly, be sure to save a copy of both files
locally prior to submitting them to your division chief. Last year, some
forms had to be re-typed because only hard copies were retained.
Proposals are due to Division Chiefs by July 6th, 2009.

Wilderness Training:
Almost 95% of Yosemite National Park is Congressionally-designated
Wilderness. Come join Yosemite's Wilderness staff for a short, informative
introduction to the concept of Wilderness and how it is managed in Yosemite
National Park. This training is open at no cost to all NPS employees and
park partner staff. The training will be presented twice:
Tuesday, June 30 from 8:30-noon; Cliff Room at Yosemite Lodge
Topics covered include: The Wilderness Act; National Park Service
Wilderness Policy; Yosemite National Park's Wilderness Management Plan;
Visitor use of Yosemite's wilderness; NPS operations in wilderness; and the
use of the Minimum Requirement analysis process.

Help keep Yosemite beautiful! Become a volunteer!
Join the Habitat Protectors of Yosemite (HaPY) at our weekly drop-in
program! Volunteers help protect and restore endangered plant and wildlife
habitat in Yosemite Valley and other high value habitat areas in Yosemite
National Park. Visit some of the most scenic areas in the park and help
eradicate invasive plant species encroaching upon native habitat. Plan to
get dirty while manually removing the non-native Himalayan blackberry, bull
thistle, mullein, and other invasive species. Get involved and meet new
people. Take an active role in managing your national park.
Habitat Protectors of Yosemite meets every Friday between Memorial Day and
Labor Day from 9 am to noon. Meet in front of the Valley Visitor Center and
walk with the crew leader to the work site.
Individuals and groups welcome. No pre-registration required for
individuals. Groups larger than 10 are required to pre-register by calling
(209) 379-1850.
